Franchise GM: Original Rules / League Settings & Requirements*

Basic Requirements
You must be an active member of the ProFSL forum as all transactions are decided by bidding on the Franchise GM board.  If you do not respond to a PM inquiry regarding your status in the league within two weeks then you may be let go due to inactivity.  If you plan on going on a hiatus of any type (vacation, busy with work) then please notify the commissioner ahead of time.

League Premise
To represent the current atmosphere of MLB for GMs in a manner that works effectively with fantasy baseball while not making it overly complicated to play.

Entry into League
There are no prerequisites for entry into this league.  New GM positions are based on the commissioner's approval of a waiting list compiled with the three people who are at the top of the overall waiting list and the two people who are at the top of the waiting list for the specific franchise that is open.  The basis of approval is judged by activity on the ProFSL forum, membership in other ProFSL leagues, experience, and reason for applying to FGM.

The league and the TC may appear harsh in judging a new GMs moves, but the purpose is to ensure the new member is knowledgeable of the rules and adheres to their plan.

Franchise Name
Your franchise name is tied to the actual MLB franchise.  If the team name changes, or the franchise moves to a different city, your team name must adapt.  In the event of contraction, your team name remains grandfathered unless you decide to take on a different franchise in MLB that may become open.

Roster Size
Your MLB roster can be no more than 40 players.  This does not include the entry draft roster.

Original Rosters (2009)
Original rosters reflect players that the franchise has as of June 25, 2009.  Any minor league players not inherited were considered free agents.  All optional contract extensions (options) were decided on as these are not used in MLFB Franchise GM.  GMs may have extended the current contract (if there are options) inherited of a player for any number of years up to the number of option years available after 2009.  After the option extension wass decided, the contract was final.

Lineups
The lineups can be set daily.  The scoring period is weekly.  There is a maximum of 85 innings that your pitchers may throw per week.  Any amount over that will not be counted toward your score that week.

GM Job Change
A current GM may take on a position elsewhere only if they have served for at least nine months with their current franchise.  There is a priority list for the pecking order of GM transfers in the main board.

Regular Season Tiebreakers
If two or more teams in a division are tied for a playoff spot then the order of tiebreakers is determined by:
1) Head to head record
2) Divisional record (Win%)
3) Fantasy points scored
Two or more teams not in the same division that are tied for a playoff spot use fantasy points scored as the sole tiebreaker. 

Playoffs
The playoffs are based on MLB rulings in that each division winner makes it in addition to two wildcard teams from each league (effective 2012).  The team with the best record in each league will have home field advantage against the team with the worst record in the league.  However, such an opponent cannot be a team in that team's division.  The #1 and #2 best teams in each league have home-field advantage in the first round of the playoffs - the divisional series.  The winners move on to play each other in each league's Championship Series.  The team with the home-field advantage is the division winner with the better record.  Home-field advantage in the World Series is indicative of which real life team won the MLB Allstar game that season.  Home-field advantage is used as a tiebreaker in all playoff matches.  Each round of the playoffs will be at least one week long with the World Series ending at least one week prior to the end of the MLB regular season. 

Note that for 2012, the wildcard round will actually cover the last week of the regular season.  Once the regular season finishes, the two wildcard teams will be determined in each league.  Their points from the final week of the regular season will be compared and the winner will advance to be divisional series.

Wildcard teams will be determined based on regular season records using the tie-breaker system above. The first week of the playoffs will be for wild card teams in both leagues. In playoff week 2 the wildcard winners will play the team with the best record in their respective leagues and the remaining division winners will play each other. Playoff Week 3 will be the League Championships, Week 4 and 5 is the World Series.

Salary Cap Structure
Salary caps are different for each team based on their market, historic payrolls, and club performance.  GMs must ensure that their team stays under the year's salary cap.  As of a ruling on June 16th, 2011, GMs must also ensure that their team stays under future salary caps with a margin that gives them room equal to the minimum of 30% of the cap and $20m.  The rule has been dubbed the 2010 Angels rule as is prevents GMs from financially ruining future years with cash exchanges.  Example: The year is 2011 and the Pirates’ cap in 2013 is expected to be $62m.  The 30% buffer allows the team to have a projected salary based on current contracts of $80.6m in 2013.

In 2011, the league's variable salary cup structure switched from a tier-based to a formula that is based on averages of team financial numbers from 2007-2009.  It is designed to take into account current market position, winning, and real life economic fluctuations.  This new system fixed two problems that exist in the previous structure: huge swings in cap year-to-year for mid-large market teams AND the lack of a tie to real life salaries over time.

Explanation of the formula can be found below.  As a GM, all you need to know is that you can spend freely without that affecting your cap position for future years.  The more you win over time, the higher your cap will eventually go.  The three-year average with a one-year delay prevents it from immediately happening, so the effects will be seen over several years rather than over one off-season.

Stand
Real life payrolls + $20m are used.  The standings are based on the real life franchises before 2009 and the fantasy franchises for years after 2008.  A final standing of 8th place in a season would correlate with the real life payroll (+$20m) to determine the Stand value for that year.

Return
The return is the ultimate formula in determining the cap for a year.  The new salary cap is 25% of the stand value plus 75% of the prior year's salary cap.  A three-year average of returns is then used two years down the line.  Therefore, the average returns between 2007 and 2009 would be used in calculating the 2011 cap.

Limitation of Return
The return is bounded to be no more and no less than $20m or 20% of the prior year's salary cap.  This prevents huge fluctuation in salary caps year to year.

Example
New York Mets Franchise GM Standing 2007-2009: 10th, 10th, 30th

10th highest salary in 2007: $93.5m
10th highest salary in 2008: $98.9m
30th highest salary in 2009: $21.8m

Mets Caps 2007-2009: $135.2m, $169.4m, $200m

Return07 = 75% Cap07 + 25% Stand07 = 0.75(135.2)+0.25(93.5) = 125

Return08 = 75% Cap08 + 25% Stand08 = 0.75(169.4)+0.25(98.9) = 152

The 2010 cap cannot be more than $20m or 20% away from the 2009 cap which would restrict it within a range of $180m - $220m.  The 2010 cap will therefore drop to $180m for the Mets.

Flat Salary
There are no variable salary contracts.  Each year of a contract must have the same salary amount.  The only case where variable salaries are allowed is when a new contract extension is given.

Minimum Salary
All contracts must be signed to at least $500,000 and must be in multiples of $500,000.

Contract Terms
Except for any contract inherited in 2009, all contracts must be no longer than six years.  Also, for a given salary, all contacts have term limits (max years contract can be per the salary) as provided below.

<= $1m, 2 years
$1.5m - $5m, 3 years
$5.5m - $10m, 4 years
> $10m, 5 years (the overall limit)

Note that the term limits apply to the future years of a contract extension.  For example, a 2011 contract could get a three year extension starting in 2012 and ending in 2014.   We still have minimum and maximum years protecting this new contract status, so the total number of future years may not be more than five (for a salary > $10m).  For extensions, term limits apply for years after the current year, so for that 2011 contract example, a $1.5m salary could be given across three years: 2012-2014.  Another example, say it is 2011, and a player has a $1m (2012) contract.  You want to give them an extension at $1.5m/year (term limit of 3 years).  The term limit says that the contract extension can only run through 2014, so the player is paid $1m in 2011, $1m in 2012, $1.5m in 2013, and $1.5m in 2014.  The three-year limit applies to future years!

Contract extensions follow the contract maximum lengths as shown above as well as their own minimum standards.

$20m+ - 5 years
$16 to $19.5m - 4 years
$11 to $15.5m - 3 years
$5 to $10.5m - 2 years

Likewise, the minimum standards apply to future years of an extension.  For example, Kenny Lofton is the 11th ranked OF in 2011 (wouldn't that be something) which means he must be paid $12m.  Let's say his existing contract is $5m (2012).  The minimum years for a $12m deal is 3 years and the max is 5 years.  The overall max term limit of a contract is five years after the current year.  Lofton can be given a 4-year $36m extension starting in 2013, so he will be paid $5m in 2011, $5m in 2012, $12m in 2013, $12m in 2014, $12m in 2015, and $12m in 2016.


Original Contracts
All players came in to this league with original deals at July 1st, 2009.  Original contract values are taken from Cot's Baseball Contracts

Prospect Contracts
A player can be signed to a prospect contract as long as they have pitched less than 40 IP or played in less than 50 games in their career.  The contract is at the league minimum, but it can be more as in the case of some inherited contracts.  The player may be cut at any time, and the hit to the cap will be zero as long as their salary was at the league minimum (bonuses are fully guaranteed and stay with winning team for remainder of year).  Note that a player also becomes ineligible for a prospect contract when that player is released from a prospect contract that had its three year clock already start.

The contract lasts for three years after the point they accumulate 40 IP (pitcher) or play in 50 games (position player).  They may accumulate this over multiple years, but the three year rule does not take effect until the year they actually hit the accumulation threshold.  For example:

George Sherill
2004: 13.2 IP
2005: 19.0 IP
2006: 10.0 IP

He accumulate 40 IP for his career by 2006.  He may stay under a prospect contract until three years after 2006.  As of the beginning of the 2010 season (or end of 2009 season), he will be considered a free agent unless signed to a new deal.


Prospect Extension (went into effect after 2010 season)
Any player who is currently under a prospect contract may be signed to a regular contract extension (see below), but they may also be signed to a prospect extension.  Such an extension must be a 5-year deal where the annual salary is X% of their market value.  The resulting annual salary must be no less than $4m.  No matter what the current prospect contract is, the prospect extension kicks in the following year at the rate based on when the contract is given.

For the 20XX season, the following percentages would be used per prospect status.

20XX - 60%
20XX+1 - 50%
20XX+2 - 40%
20XX+3, n/a - 30%

There is a window after the season in which the multipliers above are still in effect.  This was a rule effective June 16th, 2011 for expiring prospect contracts.  Prospect extensions on expired prospect contracts will be the only type of extensions allowable for expired contracts in the offseason.  Therefore, after the 2011 regular season is over, a P-2011 contract is still eligible for the prospect extension at the 2011 rate.  This window for prospect extensions is open until one week prior to the beginning of offseason free agency.


The following rule on Restructuring Contracts has been stricken by a vote of the Rules Committee on 2/19/15.
Restructuring Contracts
  • Annual salary after such restructuring must be $4m+
  • Restructuring allows annual salary to be reduced if player's market value (extension price) is less than or equal to half that of what he is paid.
  • Total reduction in salary is converted into a guaranteed signing bonus during the current (or upcoming for off-season) year.
  • Restructuring of contracts is not allowed during the period after the trade deadline and before the off-season.

<div id=example>Here is an example using hypothetical rankings and market values with a real contract.

Derek Lowe, $15.5m (2012)

Let's say his market value is $5.5m, and the team owning him at the time has plenty of cap space.  The restructuring says that his new annual say is $5.5m.  However, the leftover money now front-loaded to him in the form of a bonus (100% guaranteed).  The signing bonus is then a whopping $30m.


Now, let's say the team doesn't have that cap room, but they want to restructure the contract a little bit.  Well, that example is the extreme... the team can play the middle ground and reduce the annual salary to $10.5m per say for a signing bonus of $15m.</div>

Such restructuring of contracts is not allowed from August 1st to the end of the playoffs to prevent teams from abusing the restructuring to make it count for an additional season.

Extensions
Players can be signed to actual contract extensions at any time.  The new salary for the extension kicks in after the current contract ends.  Players with expired contracts are lost to the FA pool after the regular season.  For example, a 2011 contract (non-prospect) will become a free agent unless the player was signed to an extension during the regular season (fantasy play).  Players signed to an extension cannot be traded for 60 days. 

A player may be given an extension that is less than their current salary.  However, such an extension has three restrictions. 
1) The eligibility period for granting a player an extension below their current salary is only in the last year of their contract.
2) On top of the minimum and maximum years for contracts, the longest this type of extension can be is two years.
3) New salary may be no less than 70% of previous salary.  Therefore, a player with market value of $2.5m, current one-year deal of $5m, can have an extension for two years equal to $3.5m (0.7 * 5 = 3.5).

Contract extensions are based on looking up the player's highest salary per ranking by each eligible position in both the current season and the last season.  If an extension is done during the season and before the trade deadline, then the previous TWO seasons and the current season must be looked at.  In the off-season, the last two seasons will be used.  Therefore...

OFFSEASON (2015-2016): 2014 and 2015 rankings are used
REGULAR SEASON, PRE-JUNE 1ST (2016): 2014, 2015, and 2016 rankings are used
REGULAR SEASON, AFTER MAY 31ST (2016): 2015 and 2016 rankings are used
OFFSEASON (2016-2017); 2015 and 2016 rankings are used

The salary information will be compiled in a spreadsheet calculator that is updated at the beginning of each regular season. 
All contract extensions must be approved by the commissioner.

Example of positional ranking look-up
OF Upton, Justin, $6.5m (2015)
Say I want to sign Justin Upton to a contract..  Upton, an OF, is ranked 25th by Fantrax points for OFs in 2015.  His 2014 ranking is higher at 15.  Therefore, to determine how much Upton is worth without going through the FA market, we look up the 15th highest OF contract.

If a player is eligible at more than one position, for example, C-CI Posey, Buster, $4m (2015), then I would have to look up his rankings for both positions and then use the highest ranking for my contract extension.  With Posey, in 2015, as a CI, his ranked 14th by Fantrax points.  In 2014, he is ranked 15th as a CI.  As a C, in 2015, Posey is ranked 1st and in 2014 he is ranked 2nd.  So his extension would be whatever ranking has the highest salary, in this case, as a C.  If his CI ranking would have been in the top 12, then his salary would be based on his CI ranking since it is a higher amount.

Under my proposal, if is before the end of the 2011 season, and I want to extend his contract beyond 2011, then it must be at least $5m.  However, say I want to extend the contract of the following player.

If I wait until after the 2009 season is over, then I may him to an extension less than $1.5m, but at least as great as 50% of $1.5m, rounded to the nearest half-million.  In other words, Miller would have to be signed to at least $1m (1.5*0.5 = 0.750 ~ 1).

FA Bidding
Bids are in format of total contract value. Note that the number of years does not need to be listed until the bid is won.  The resulting salary will be the final bid divided by number of years, rounded to the nearest $500k. The winning bid will be the highest total contract amount.  If the bid is less than $20m then contract can be valued in multiples of $500k.  If it is $20m or more then it must be in multiples of $1m.  Players who are eligible for a prospect contract can have the bid (less $500k) turned into a guaranteed signing bonus.  Note that signing bonuses are 100% guaranteed and stay on the issuing team's books, regardless if that player is later traded.

Each player is auctioned in a separate thread at the ProFSL website that may be started by anyone.  There is no limit to the number of players that can be auctioned at one time or the number of bids for a player.  A bid on a player is considered final when it has been open for 72 hours.
Amendment Adopted 4/7/15
Upon the expiration of the 72 hr. clock the winning bid will be modified to show the winning team and "Stickied" on the board. It is the responsibility of the GM who won the bid to declare the contract terms within 48 hrs.
If, after 48 hrs have expired, terms are not posted, the 2nd highest bidder has the OPTION to petition the league for the rights of the player. Should that option be declined, the player will be returned to the free agent pool.
 

Trading Recently Signed Free Agents
Free Agent signings cannot be traded until 60 days after they have signed.  This date will be shown per each player in the official rosters section.  In addition to our 60-day NTC rule, any players signed to extensions as well as FA contracts in the offseason cannot be traded until June 1st the following year.

Compensation for losing a FA
The following rules apply only to players lost in the OFA bidding period.

FAs are to be classified as Type A, B, or a regular FA.  Type A FA (as dictated by MLB is a player in the top 20% of their position).  Type B FA are the next 20%. 

Therefore, for Franchise GM, Type A FA are:
Top 6 C
Top 12 MI, CI
Top 15 OF
Top 30 SP
Top 6 RP (Revised by Rules Committee on August 28, 2015)

Type B FA are:
7th - 12th ranked C
13th - 24th ranked MI, CI
16th - 30th ranked OF
31st - 60th ranked SP
7th - 12th ranked RP (Revised by Rules Committee on August 28, 2015)

You are eligible to extra compensation if you lose the player.  If the player was a Type A FA, then you will receive the winning team's 1st round pick and gain a supplemental pick (After 1st round, before 2nd).  If that team's 1st round pick was protected (first half of 1st round) then you will instead receive two supplemental picks.  If the player was a Type B FA, then you will receive a supplemental pick.

Order of supplemental picks is based solely on fantasy points scored in the previous season of each FA lost.  If one team wins bids on multiple Type A FA, then the player with the most points is the one that has a team receive the 1st rounder.  The other teams will receive two supplemental picks.

Off-season free agency (OFA)
OFA begins at a set date (see Deadlines) and is no different than regular season free agency other than the dates positions open.  The exact dates will be posted in the league schedule.

OFA follows standard FA bidding rules.  However, if the free agent is restricted (rights are held by another team), then that team may match the final offer and sign the player to the new contract.

FA Prospects
Note that bids on players that may fall under prospect contracts work differently.  The prospect contract has its own set of rules at a league minimum salary.  Any amount over $0.5m is considered a signing bonus, and is on a team's books even if they release the player.  Signing bonuses are guaranteed money!

Penalties for not clearing roster space/cap for a final bid
Upon winning a bid that sets a team over the cap, the GM is granted 24 hours to post the transactions that will make the cap work (either a trade or releasing players).  If the transactions are not valid or not posted within 24 hours of the bids being finalized, that team no longer receives the player.  If this is a first time offense, the GM is given a warning.  For all subsequent offenses, the team is penalized a 10% cap penalty for the current season.

After such a failed bid, the player goes back to the bidding board, leaving off at the highest bid prior to the winning bid, and the 72 hour clock is restarted. The offending team can no longer bid on that player, even if they clear up the cap space to do so.

No exceptions are granted to teams that won the bid but had a trade fall through - if you're not certain you'll have room, make the trade first.  In other words, don't bid on a player you can't afford!  Note that this applies only to FA.  No trades can be completed that set a team over the cap - the trade must be re-worked.

Releasing Players
  • Any player dropped before the trade deadline still has part of his contract count against the cap in the following manner:  Current year: 90%, Next year: 60%, All future years after: 30%.
  • If the player is dropped after the trade deadline, then the hit to the cap changes to 75%, 50%, 25%, respectively.
  • The hit against the cap is rounded to the nearest $500,000.  Therefore, if it ends up being less than $250,000, the hit to the cap will be zero for that year.
  • You may not bid on a player that you have released for a period of 30 days.  If you resign a player, their original contract is restored.
  • Any player released under a prospect contract will not cause a hit to the cap.

Contract Buyout
Money owed to a player released under contract may be financed through a contract buyout.  This can be done by adding up the total remaining contract amount, multiplying it by 1.1 rounded up to the nearest $500k.  This amount may be divided up any way you choose as long as the number of years is not more than what it was before AND that no salary owed in any year is more than an amount in a prior year.  I will use some current examples to highlight the effects of the buyout and its 10% tax.

Money owed to a player released under contract may be financed through a contract buyout.  This is done by first releasing the player by using the aforementioned formula (Releasing Players). Then the remaining contract amounts are added together, multiplied by 1.1, and the total is rounded up to the nearest $0.5m.  This amount may be divided up any way you choose as long as the number of years is not more than what it was before AND that no salary owed in any year is more than an amount in a prior year.  I will use some current examples to highlight the effects of the buyout and its 10% tax.

SP Chacin, Jhoulys, $4.5m (2017)
2015 $4.5M- (75%) $3.5M CAP Hit for 2015
2016 $4.5M- (50%) $2.5M CAP Hit for 2016
2017 $4.5M- (25%) $1M CAP Hit for 2017

Take Jhoulys Chacin cap hits ($3.5 + $2.5 + $1) all this year. $7m total*1.1 = $7.7m rounded up to $8M

Jones, Andruw, Released Under Contract ($5m in 2009, $3m from 2010 to 2014)
Jones' salary hit doesn't fall under the 90/60/30 cap hit rules because these liabilities were inherited. The lump sum as of 2009 is $20m.  Applying the buyout tax of 10% ($2m), and the cap hit can be consolidated into $22m for 2009.

Now, the Dodgers don't have the room to take on such a hit, so what if they wanted to arrange something for 2010 instead of 2009?  I would vouch for an additional rule to say that when a cap hit is consolidated, it must start in the current year and not increase in any future years.  Also, the number of years of the buyout must be less than or equal to the number of years in the current cap hit.  Say the Dodgers only have $4.5m in cap room, but they wish to max that out for Jones' contract buyout.  Now, note that Jones already has a $5m cap hit in 2009, so that needs to be taken out of the equation.  They really have $9.5m in cap room without Jones' liability.

They may now divide the $22m liability in a myriad of different ways as long as it does not go beyond 2014 and is never increasing from one year to the next...
  • $9.5m, $9.5m, $3m
  • $9.5m, $8m, $4m
  • $8m, $7m, $7m
  • $7m, $6m, $5m, $4m
  • $6m, $5m, $4m, $4m, $3m

The point of consolidating the cap hit is to relieve your team from liabilities in future years, so I imagine the first option would be taken.  Let's do another example with Carlos Silva, formerly of the Seattle Mariners.

Silva, Carlos, Released under contract (2012 option not exercised), $7m in 2010, $3.5m in 2011, $11m in 2009
The lump sum is $21.5m (10% is $2.15m, rounded up to $2.5m), so the buyout lump sum is a whopping $24m.  With no room under the cap, a buyout isn't possible for 2009.  The team will have to wait until the offseason, so they can arrange a 2010 buyout.  Assume the Mariners have tons of cap room in the 2009-2010 offseason, so they arrange this buyout as one of the top priorities.  The lump sum is now $10.5m (10% is $1.05m, rounded up to $1.5m), so the buyout lump sum is $12m.  They may decide to take it all in 2010, or split it between 2010 and 2011 where the 2010 cap hit is not less than the 2011 cap hit.

Another example with a mid-market team that has some room under the cap for 2009...

Riske, David, Released Under Contract, $2.5m in 2010, $4m in 2009
The Brew Crew is $5.5m under the cap, but without Riske in the situation, they are $8m under the cap.  The lump sum for Riske's contract is $6.5m (10% is $650k, rounded up to $1m), so the buyout lump sum is $7.5m.  They may opt to consolidate the cap hit into 2009.
