Ok question, why should the new team max out his roster? I would think they might want a shot at FA. I know LV will be cherry picking, but i think a roster of 25 is more reasonable.

Not sure the new team should have the opportunity to draft 3 active goalies. Its a scarce commodity in this league.

To be clear, Vegas will only be allowed to draft 2 goalies in the Expansion Draft next August 2017.
We still have some teams with no Starting Goalie and for LV to cherry pick 3 would throw things out of whack.

That can happen anytime.

Once that happens, we will allow Vegas to operate but cannot bid on Free Agents.
Can they acquire players - not active ones, yes to acquiring MiLR players, more TBC.
Can they acquire 2017 Draft Picks - Yes.

Even if it had 31 GMS? Does ownership matter or GM participation?

I plan to possibly buy a 2nd franchise but have an independent GM run my investment. To spice up my own experience because there are franchises still open in FNHL.

Honestly I've not been a part of any 30+ team dynasty franchises that had 30+ active with a pulse owners/GMs. Good leagues supply about 20 and the rest are flakes in my experiences.

#1 The actual NHL is requiring 3 Goalies & 30 players total be taken, 1 from each team if I'm not mistaken, why the difference for FNHL roster requirements?

#1A wouldn't drafting only 25 players leave 5 teams from having a player taken at all, and is that fair to every franchise?

#2 With 30 minor league spots to fill and only 4 draft picks per year would the commish consider allowing Vegas to draft FA minor league players to the Golden Knights during the 16-17 reg season?

#3 What is the predetermined draft position for Vegas in FNHL since no lottery is held in our league?

#4 Taking over Vegas operations immediately for the new ownership means what when the team has no players and even its draft slot is undetermined?

#5 Can Vegas trade it's picks immediately for active NHL players should they find a trade partner?

No team has 3 starters and allowing 1 expansion team to potentially gain access to 3 starters would be an unfair competitive advantage while hurting a franchise that drafted & developed the goalie or traded a great deal of team assets to add that goalie.

The Expansion Draft is to get the new franchise up and running. Yes, some teams will not lose a player but some teams might not have much talent exposed either for one reason or another.

Remember Vegas cannot Buyout any of the players they add from the Expansion Draft during the 2017-18 season so filling all 30 active roster spots would only handcuff Vegas and limit opportunities to make moves.

No. Some teams don't have any MiLR players.

We haven't confirmed but the discussion has been Pick #6 each round as the NHL has done.
It's TBC by December or shortly after a new owner purchases the franchise.

The new Vegas Golden Knights ownership group can plan for future transactions, potential trades and the like with other franchise currently operating in FNHL. We try not to tell owners how to run their team in FNHL

The new owner of Vegas can PM us prior to agreeing to a trade. Of course, we'll cross that bridge when we get to it. My immediate thinking is why not since 2017 Draft picks are unlocked for all 30 current FNHL teams. But again, PM me & PR to confirm.
