Title: Adding rules for the structure of the Rules Committee

I believe that we as a rules committee should remain accountable for our actions. We should set a two week clock for proposals. If the proposal is on the floor and we discuss it for two weeks a decision should be made.

That vote will be set to end on the 14th day of that proposals existence, at midnight EST.

A quorum exists if 51% of the RC is present. The vote is a simple majority.

If a vote fails to get a quorum by its expiration then the vote is failed.

A particular topic may be brought to vote once per season.

Any rule change is subject to a 3 year probationary period. The RC should review impacts of changes after 3 years. This means keeping track of changes and dates.

Any changes will take effect the following offseason, giving time for GMs to adjust (exceptions always).

All rule changes should be discussed and voted upon in the offseason.

There should be a provision for the general membership to force an issue to referendum if they desire.

Some ideas we should discuss and get passed, for the better,net of the league.

I don't have any problems with any of the proposed ideas below.  The only thing I'd say is waiting for the following offseason to go in effect should be a case by case basis depending on the rule change.  Other than that I think everything looks ok. 

We should also put in as well that if an RC member is inactive the discussions they should be replaced in the RC with someone more active.

Structure to this rule committe would help. The RC is stagnant at this point. I again would like to discuss structure for changing rules. I believe this is important and urgent.
