Rule XI Item A: Draft Basics
In an effort to maintain off-season interest, the draft will take place on 11/1 at 12:00 Noon, subject to commissioner discression
Only players that are drafted and signed by MLB teams in the current year's MLB draft are eligible. Foreign players and unprotected prospects will be handled via free agency (however foreign players may warrant consideration for an additional rule)
Players drafted in the FGM entry draft will be given Prospect Contracts, (P-n/a),and can be placed on a teams MiLB roster or 40 man roster.
Rule XI Item B I: Draft Order
The draft will last 10 rounds, but teams are not required to participate in all rounds if they do not wish to make room on either their 40 man or MiLB rosters.
Teams are given 12 hours to draft for each selection. in Round 1. and Comp. Rd. The time limit is 8 hours for all remaining rounds.
The top six picks in the draft are obtained via a lottery system amongst all non playoff teams. Teams cannot receive a lottery pick more than two years in a row.
Teams who do not get a lottery (top 6) pick, but did not make the playoffs are then ordered in reverse order by record.
Playoff teams are ordered by the stage they reach in the playoffs and then ordered in reverse order by record.
In the event of a tie, Total Points For is used as the tie breaker.
Rule XI Item B II: Draft Order Chart
Picks 1-6: Selected by Lottery
Picks 7-18: Non-postseason, non-lottery teams in reverse order by record
Picks 19-22: Wild Card Series losers in reverse order by record
Picks 23-26: League Division Series losers in reverse order by record
Picks 27-28: League Championship Series losers in reverse order by record
Pick 29: World Series loser
Pick 30: World Series winner
Rule XI Item C: Draft Process
Each team must make their selection within the allotted time. If, for any reason, you are not going to be available to make your selection within that time please submit a prioritized list of desirable players to a member of the Executive Committee (EC).
If a list
has
been supplied you will receive the highest available player from that list.
If a list
has not
been supplied
for a pick within the first two rounds you will receive that highest rated player according to Baseball America's Top 500 list. No make-up picks will be allowed.
You will also be placed in Auto-Pick where you will continue to receive the highest rated player from the BA Top 500 until you request to be removed from Auto Pick.
If a list
has not
been supplied
for picks from the third through tenth rounds your pick will be skipped. You will be allowed to make your pick at any time until the end of the draft.
Any team without a GM will receive the highest rated available player according to Baseball America's Top 500 list each round.
At any point, any team with a GM, can request to be placed on autodraft and receive the highest rated available player according to Baseball America's Top 500 list each round. This can be done by posting in the draft thread or notifying the Executive Committee
Rule XI Item D: Draft Pick Limitations
Trading of draft picks is not allowed.
The 60-day no trade ruling is extended to include draftees.

Also agreed. Top quality pitching probably means not much depth. A few injuries can challenge you. Pitching other than top end pitching has been devalued in fantasy. Everyone wants the stud.

I here to tell you that ALL major league pitching is good pitching. A great hitter beats a terrible pitcher just 3 out of 10 times. Which means the worst pitchers > the greatest hitters.

The problem with the minors is not the system as a whole, it is some Farm Systems are more 'elite' at being able to produce talent than others. If you look across MLB teams you can pretty easily tell the great systems from the weaker systems and talent development

With regard to pitching in the Minors...there is method to the madness. It is all about what you make of it tho. I agree that it can seem certain type arms in the minors are a dime a dozen
