I have question will use Edwin Jackson as example
I dropped Jackson 13.5 per if a team signs him for we will say 3 mil per year and later i trade for him back to my team will i be required to pay him the original 13.5 istead of the 3 and the 6.5 i owe him from the drop?

you would still be required to pay the drop fee on him as they would be two completely different contracts. By dropping him on contract 1 (the one you paid the fee on) you nullified that contract. By trading for him he is now on contract 2, a completely different contract. Also if you were tempted in re-signing him he goes back to his original contract.
