Is the salary cap enforced during the entirety of the DNHL offseason, or is the cap not enforced for a period of time during the offseason and temporary overages can be resolved through trades, releases, etc. before the cap is enforced again?

If the cap does apply during the offseason extension & trading period that begins immediately after the DNHL season ends, for example, and therefore you have to have sufficient cap space for any extension made or salary added through a trade during that period, then I assume it's the approaching season's cap that applies because the year rolls over when the DHNL season ends, correct?

I am imagining trade scenarios that on their own could be fair if passed independently by the trade committee, but that taken together amount to a kind of circumvention of the rules.

Trade #1 from Team A to B

Big money Player
     For
This and that

Trade #2 from Team A to B

This and that Plus
    For
Big money player and Cash

So the net effect is a trade of "Plus" for Cash...

If the trades are fair individually is there a problem with the whole? I'm writing this with our approach to tanking in mind where it seems that the letter of the law is what matters most. In other words there is no problem until there is a problem.

I think it's just something the TC would have to digest.  It's not really something I'd want to make rules around.  I know that I would veto trade #2 if it came up.
