Only players in the last year of their contract can be sent down in waiver free or regular waivers. For Gagner you have 3 options.

1) Buy him out.

2) Place on Claimable Waivers (can only be done twice a year per team). If claimed someone will get him free of charge to you. If unclaimed after 24 hours, he will remain on your roster and you can resort to option #1 or #3.

3) Keep him on your roster.
