Buckets of Dimes was started in the summer of 2018 with 20 teams inheriting rosters and contracts of their namesakes, with the remaining 10 teams' players going to the Free Agency pool.

Any new GM to the league will have the chance to drop 1 player from their roster for free (no buy-out penalty incurred). They will have 7 days to do so after taking over their new team.
Also - They WILL be able to bid on that player in FA right away, unlike a normal buy-out player.
This is a chance for our new GM's to drop a bad contract, or previous bad FA signing, but be able to potentially get that player back at a reduced cost if they still would want that player.

The current salary cap is set at: $110 million
Minimum player salary: $0.5m per year
Maximum player salary: No max


Scoring

League scoring will be "One Win, H2H" using the standard 9-CAT format:

Weekly Match-Ups
Every week/scoring period, each team will play two match-ups per week.
This is to provide a larger sample size for playoffs, as we end the regular season short in order to start playoffs, including a 2-week finals match-up (see "Playoffs" below).


Playoffs

14 out of 20 teams will make the playoffs:
- The top-5 seeds in each conference
- 4 Wild-Card spots, which are the 4 next best teams regardless of conference
- The 1st Seed in each Conference will be rewarded with a 1st Round BYE

The Playoffs last a total of 5 weeks (including the 2-week Finals).
Example Round 1 Matchups:
1st West - Bye  /  1st East - Bye
2nd W vs. WC 3 /  2nd E vs. WC 4
3rd W vs. WC 2  /  3rd E vs. WC 1
4th W vs. 5th W  /  4th E vs. 5th E

Round 2: Highest seeds play lowest seeds

Round 3: Conference Finals

Playoff Roster Moves: [Updated Aug.2019, put in place for the 2019-20 season]
Before the 1st Round begins, or in between playoff rounds, any player can be swapped from your Active roster to Inactive - It doesn't matter if they are injured or not.

There will be no budget requirements for these types of moves.

Please post on the ProFSL website what moves you are making. The deadline to post your moves is tip-off for the first game in that particular round.


Roster Size

Maximum Active roster size is 12.

However, a team's spreadsheet may have up to 23 total players.
This 23 includes your starting unit (7) as well as your reserve bench players (5) which make up the 12 man Active Roster on your Fantrax page.
Plus your inactive players (up to 6), as well as D-League roster (up to 5).

Your starting unit will look like this:

Inactive Squad

Your Inactive Squad consists of up to 6 players.
These players are still under contract and count against your team's salary cap.
They will be kept in the "Minor League" (green) portion of your Fantrax roster, along with your D-League players.

You may never have more than 12 active players on your main Fantrax roster.

You may move players from your Inactive Squad to Active Squad, and vice versa, at any time. To do this, you must make a post on ProFSL before doing so.
**Each move from the Inactive to Active Squads cost a fee (see below)


In-Season Expenditure Budget (For Inactive <-> Active Roster Moves)

In addition to the $110m cap for roster players, each team will have a separate $30m Expenditure Budget to use up until playoffs.

Note: For 2020-2021 season due to Covid concerns budget is $35m (added 12/13/20)

This budget cannot be traded and it's use is solely for promoting/demoting players from the Inactive Squad to Active Squad.

Each promotion will cost a base $1m + 20% variable cost of the players contract.

Each demotion will cost 20% variable cost of player's contract.

Signing players during the season and sending them directly to the inactive squad also requires 20% salary in budget.

Example:
CJ Miles is on your inactive squad with $7.9m salary.  To promote him it would cost you $2.6m ($1m base, plus 20% of his $7.9m salary, which is $1.6m).
To make room for Miles on your Active Roster, you decide to send down Al-Faroug Aminu ($7.3m per year salary). This would be an additional cost of $1.5m (20% of $7.3m salary)
The total cost for this transaction would be $4.1m

Remember the total of Miles and Aminu's contracts ($15.2m) still count towards the $110m cap hit regardless of which roster each player is on.
This budget is completely separate from the salary cap.
You must have adequate budget to make any sort of demotion/promotion


Developmental League
Each team will also have access to up to a 5 man developmental league (D-League for short).

Players in the D-League will never count towards the team's main salary cap or roster, and there will be no cap for the D-league roster.

A player is eligible to be on the D-league roster if he meets condition 1, and EITHER condition 2 OR 3:

1) Has not been promoted and demoted  more than 5 times total.
Example: I call up a rookie and 2 weeks later I send him down, that count's as 2 moves, I can then repeat this a 2nd time at any point. However, once I call a player up the 3rd time he is no longer eligible to be sent back to the D-League (He is now eligible for either the 12 man active roster or 6 man inactive roster only)

2) Has 82 games or less of NBA experience
3) Has more than 82 games of NBA experience but currently in the D-League in real life

For all D-League players, once called up, the player's contract will count toward the team's total $110m cap. If eligible to be sent back down to the D-League, that player's contract will not count against the cap while down there.

**When a player in the D-League hits 82 games played (equivalent of 1 season), he must either be called up to your active or inactive roster (salary starts counting against your cap), or you can drop that player for free.
**Note: This will be enforced in the off-season. There will be a check of all D-League players in the off-season and GM's will be notified of any ineligible players.
-> If the player hits 82 games during our season, he may remain in the D-League until the off-season (Example: In the case that a player plays 40 games in 2017-18, and then plays 50 in 2018-19, he won't be eligible for the D-League heading into the 2019-20 season).
-> You can only drop the player for free straight from the D-League. If you decide to call him up to your inactive roster, and then 3 weeks later want to drop him, you would then have to follow regular drop/buy-out procedures (see the Releasing Players/Buy-Out Rules thread).


Injured Reserve / Waivers
Will not be used, but teams are welcome to utilize your inactive squad for any injured players. Of course, rules apply as normal adequate budget/space must be available.
Waivers are not used, just a simple buy-out or demotion to the inactive squad for this league.

Releasing Players:

Any player making under $1m per year can be dropped for free with no penalty ($0.5m-$0.9m per year)


Contract Buyouts

Money owed to a player released under contract may be financed through a contract buyout. 

A buyout may be spread out over the total number of years the player has remaining on his contract (less years is allowed but never more) with 2 specific options:

Option 1 - Buyout is 60% of total salary and must be paid in full by year 1 or 2
Option 2 - Buyout is 70% of total salary and must be paid in full by year 3 or 4

Any player with 1 or 2 years remaining on their contract is automatically ONLY eligible for the option 1 buyout.

Example:
Buyout of Russell Westbrook, $12m (2021)
$12m over 4 years is owed, so $48m total.

Option 1:
60% of $48m = $28.8m owed

You can pay the full $28.8m out in either year 1 or year 2 ... OR spread the $28.8m out over 2 years, however you want. ($14.4m in year 1 and $14.4m in year 2 if evenly split up; Or you could do something like $8m in year 1 and $20.8m in year 2).

Option 2:
70% of $48m = $33.6m owed

You can pay the entire $33.6m in year 1 or 2 or 3 ... OR spread the $33.6m out over 3 or 4 years however you want. ($8.4m each year for 4 years if evenly split up; Or you could do something like $0m in year 1, $3.6m in year 2, and then $15m in year 3 and $15m in year 4).


Special Case Buyouts

If your player has retired or signed overseas, you are on the hook for 50% of that player's total contract value. You may pay this out however you wish, over however many years were remaining on the contact. (So if it the player has 3 years left, you can pay it out spread over 1, 2 or 3 years).


Bidding on Released Players

Any player who is bought out on the Transactions thread is eligible to be bid on right away by the other 19 teams.
However, a team who released a player may not bid on that player for 30 days.

Trading Rules:

All trades must involve all parties sending at least 1 player/pick to another team. (ie. No trades purely for cap space are allowed).

There is a 9 person Trade Committee (TC) in place in order to properly insure no lopsided trades get through and damage the entire league.  Any trade that receives 3 or more vetoes will be nullified. If a trade goes 48 hours (2 days) or more with just 2 vetoes or less it will be accepted.

When a member of the TC vetoes a trade he/she MUST provide their reasoning why. Any trade approval requires no further explanation but any analysis is certainly welcome from TC members.


Cash Exchange in Trades

Cash exchange on contracts is allowed.
However, no more than 50% of total salary may be paid for. The distribution of that 50% salary may be done so in any year.
Example: A player on a 2 year, $10m contract could have $5m paid each year or $10m paid 1 year (or any combination of $10m total among the 2 years).

**Cash paid on a player will follow that player in future trades, and if a player being dealt has 50% of his total contract paid for previously, he can not have any more money covered in future deals.


Trade Deadline: See Important Dates thread on the main Buckets of Dimes homepage.

Trades must be posted AND confirmed by all parties involved before this deadline, otherwise it is not accepted. Sorry, but there will be no exceptions.
(So, give yourselves time to agree to and post the trade, and the other team(s) must confirm the trade before the deadline too. Best to set your trade deadline 10-minutes before the actual deadline if you're in last minute trade talks!)


Franchise Tag

Each team will be given one franchise tag per league year.
Only players on expiring, non-rookie deals will be eligible for the franchise tag.
You may only franchise tag a player once. After the tag expires, he goes into FA.
A franchise tagged player will receive a salary equivalent of the top 5 highest paid average salaried players for that position. (PG, SG, SF, PF, C - We will use what position Spotrac gives a player, so to take away the confusion of players who may be SG/SF for example).

A franchise tagged player may be signed for 1-4 years, with the last 2 years eligible to be team options if the team chooses (the same as drafted rookies).

In the event a team wishes to franchise tag and then trade a player (tag and trade) any team trading for that player MUST send back either two future 1st round draft choices OR one future 1st round draft choice along with a player on a present rookie wage contract.

Updated 07/30/21: Starting 2020-21 offseason we have passed a 2nd franchise tag at 50% of original and players outside of top 10 can be legible. Specific rule change is here:

Restricted Free Agency (RFA) Rules:

Restricted Free Agency will happen before normal Free Agency.
Not after, and not simultaneously.

In our first RFA period, there will be additional players who qualify for RFA, due to not having an RFA period in our inaugural season. Any players who would have been RFA's in the summer of 2018 will become an RFA in the summer of 2019. (ie. Zach LaVine, Nikola Jokic, Karl Anthony-Towns, etc.)

*Note: If you own an RFA and they have signed a real-life contract extension, you can choose to match that extension and that becomes their contract in our league.
(ie. Nikola Jokic signed a 5-year extension worth $147.7m, which works out to a $29.5m per year average cap hit. If Jokic's owner decides they don't want to risk Jokic on the open market of RFA, they can simply match that real-life offer, and Jokic is automatically signed for $29.5m per year for the duration of the real-life contract).

**Note: An RFA List on the Transaction board will be posted after the season begins. If RFA's sign in real-life, contract options will be listed on that board and teams have until the end of our season whether or not they want to match that real-life contract.


All RFA's who aren't matched, or who don't receive a real-life offer by the time our season ends will become an RFA in our league.


RFA rules will mimic regular FA rules, with a couple of differences (Please Read):

Each player is auctioned in a separate thread on our ProFSL Transactions board, and may be started by anyone


The minimum starting bid on any player is $0.5m/year

When bidding on a player please list total yearly combined player salary as well as total years (1-4)
Example: 2 years, $10m per year

Priority will be placed on number of years bid as well
Example: A bid of 4 years, $20m per year WILL win over a bid of 3 years, $20m per year.

However, years do not trump dollar value
Example:
A bid of 3 years, $10m per year will NOT win out over a bid of 2 years, $15m per year.
The higher dollar value will always win out. To beat the bid of 3 years, $10m per year, you would have to bid:
4 years, $10m per year (the extra year at the same dollar value puts it as the winning bid)
3 years, $11m per year (same length, higher yearly price)
2 years, $11m per year (shorter length, BUT highly yearly price, which is the deciding factor here)

Minimum Bid Raises for FA's: When bidding, you must bid at least the minimum bid raise for each value:
$0.5m - $9.9m per year = $0.2m increase
$10m - $24.9m per year = $0.5m increase
$25m - $100m per year = $1m increase


***No team may have more than 5 active bids at anytime***
Active Bid = You are winning the bid
(Also - You must have the necessary draft pick compensation to make a bid. See below).


A bid on a player is considered final when it has been open for 48 hours


The owner of the RFA has 72 hours (3 Days) to decide if they will match the contract offer, or if they will take the draft pick compensation associated with the per-year contract value.

If the owner does not respond, the RFA will be automatically rewarded to the winning bidder, and the owner of the RFA will be awarded the compensatory draft pick attached to the contract value.


Draft Pick Compensation Values:
$0.5m - $6m per year = No Draft Pick Compensation
$6.1m - $13m per year = 2nd Round Draft Pick as Compensation
$13.1m - $24m per year = 1st Round Draft Pick as Compensation
$24.1m - $30m per year = 1st and 2nd Round Draft Pick as Compensation
$30.1m per year or more = Two 1st Round Draft Picks as Compensation

Note:
You MUST have the necessary draft picks available in order to make all of your RFA bids.
Example: If you only own one 1st round draft pick in the next 2 seasons, you cannot make two bids on two RFA's of over $13m per year. You would need two 1st round draft picks to do so.

Note:
The owner of the RFA gets to choose ANY of your draft picks available
Example: If you have three 1st round draft picks in the summer's draft, plus one 1st round draft pick in next year's draft, the owner of the RFA can choose the highest of your 3 picks in this year's draft, or choose to take next year's 1st round pick. The choice is theirs, not yours.


Rescinding Free Agency Bids:
There will be no rescinding of RFA bids. If you win the RFA, it is up to the owner of that RFA whether you get that player and pay the compensation, or if they match the bid. You cannot back out of your winning RFA bid.


You may only bid what you have available for in cap space**
**Note: This will be slightly different from regular FA, due to the uncertainty of if the owner of the RFA will match the bid or not.
During RFA, you will be allowed to bid on RFA's and go up to over $15m of your available cap.
(Keep in mind you have to have the necessary draft pick compensation for all of your RFA bids).
However, if you end up with all the RFA's you bid on, you will have to find a way to get under the cap by the deadline (prior to the next season). And definitely can't bid on any normal FA's as you wouldn't have cap.

To even the playing field, The owner of that RFA can also go over $15m of their available cap to match any winning contract.
This is so bidding GM's can't simply out-price the owner of an RFA by bidding up player over what the owner of that team has in cap. The owner of the RFA can match the bid and then trade that player, or match the bid and keep the player, and then make additional moves to get under cap by the start of the next season.


In order to de-tour jacking of contracts or bidding just for the heck of it...the following must be followed:

In the last 6 hours if you haven't previously bid on that player, you may NOT bid on him. 

If you have been bidding all along than its fine. Remember, it this is only in effect once the bid thread has been open for 42 hours. This is just for the last 6 hours.

#2
In the last 6 hours, the minimum bid increase is $1m. Period.
Doesn't matter if it is a $5m/year, $12m/year or $25m/year bid.
 
We don't want people dragging on a FA player thread (especially if it is in its last few hours) by just putting in $0.2m or $0.5m bids to keep the thread going so they can go bid on other players in the meantime. $1m in the last 6 hours means you're serious about the player - you should be serious about the player anyways if you had already put a bid on him to be eligible to bid in the last 6 hours!
