Also if we find players for our own team who are still FA according to fantrax are we allowed to pick them up ourselves or does a commissioner have to do it?

Please remind me, if a player is signed to a minor league deal, if they are promoted to the 40 man roster, does the player's salary become the minimum?

When does the International Signing Money reset for the new year?  Thanks.

I'm assuming July 1st but I know we just altered the International rules for 2014.
