Title: GM Roster Violations

The following teams have roster violations and must take care of the immediately:

- :BOS: - Red Sox - Over current cap & Roster limit exceeded
- :KC: - Royals - Over current cap
- :LAD: - Dodgers - Over current cap & Roster limit exceeded
- :NYM: - Mets - Winning bid for Ed Lucas has been inactive for over 30 days.
- :NYY: - Yankees - Over current cap

I requested a ruling for Junior Lake in the transactions thread based on Boston's cap situation.  Figured I'd mention it here as well to help with exposure.

As a reminder, teams should not even be permitted to exceed the cap.  I know this can happen when lots of moves are not updated on the rosters page, but we should try to check before processing moves or approving trades that all teams are always in compliance before the move can be made.

I'm not sure when it occurred due to me just taking over the reigns.  And so many transactions were needing processing I went ahead and got everything up to date.  I figured it was a little of managements fault for having old rosters up but GMs should be monitoring their own cash flows.  I will be monitoring cap flows way more seriously now that I have a start line.

Yeah I screwed the pooch with my cap. It won't happen again.
