RULE CHANGE 2017-18
(a) INCREASE to max. 82 games AND (b) allow free use in active lineup without promoting player until more than 82 games played

So we'll implement the rule starting in 2017-18. :judge:

1 up to 60
3 up to 82
14 82 & Use freely

I think there needs to be a small edit to say the Minor leaguer can only be brought up and used if there's an available roster spot.

Say you have 30 of 30 active roster spots filled. I don't think you're supposed to be able to move a minor leaguer up and a major leaguer down. That wouldn't be right.

Minor league eligibility rules in fantrax will take care of that. with them setup its very easy to track 1) minor leaguers who have surpassed their 84 games and 2) it auto blocks lineup moves that would make a roster illegal.

Skaters and goalies are the same. GOoalies take longest to develop and we didnt want to create parallel rules by position.

Agree. Great point. We will ensure that is the case. Teams need to leave availability on active roster to slot in MiLR player.

Thanks. You may also need wording on the penalty for misusing a minor leaguer. That came to mind after I read about the Steven Santini and Minnesota error.

I strongly feel that anytime a team illegally uses a prospect, the team should be penalized and receive zero points for that day.

Thus if a team illegally uses a prospect that is either ineligible given lack of roster space or has surpassed the 82 game mark and not promoted with an Entry Level contract, they score Zero points for the 1 day or 80 days that illegal player was used.

Essentially, it is the responsibility of the owner to manage their assets properly.

I agree. And if a team plays an illegal farmhand that's exceeded his 82 game limit, then the 0pts/day penalty makes good sense. Otherwise, what's the point of rules if they're not enforced.

Zero pts for the team that night. Why? Because it's considered an illegal roster.

Some questions for clarification regarding this rule:

1) Any limit to number of MiLR players moved to the active roster without being promoted? For example, if we only have 27 signed players on the active roster, assumption is we can freely call up to as many as 3 MiLR players, correct?

2) Any limit to frequency of call ups? For example, can you call up an MiLR player to play on Monday, then send him back to the minors and call up a different MiLR player on Tuesday?

3) Do we need to announce the MiLR call up on the PROSL site, or just manage things through FanTrax?

4) Is there any salary cap implication to using an MiLR player on the active roster? For example, the Stars make Mikhail Sergachev active, but keep him in the minors. Do I need to have $2.5M available in cap space to do this (the amount it would cost to sign him), or is there a $0 cap hit for MiLR players even when they are on the active roster?
