Title: Rules changes to be considered for 2016

As GMs, we have to continually critique how we do things so we can improve league.  Although we have a Rules Committee, ideas for change can come from many sources.  Many of our GMs are involved in other leagues and have experienced how different approaches affect the quality of a given league. 

Please list any Rules you would like to see discussed, enacted, abolished, clarified or tweaked.  Please be respectful of this "No Criticism Open Forum".  All ideas are welcome.  When you post an item, you might want to label it as something which is low, medium, or high priority for the 2016 season. :toth:

This idea was proposed by VolsRaysBucs:

"I propose we look into adopting the extension guidelines used in MB in terms of what years are looked at for extensions.  The current setup tends to only hamper rebuilding teams, IMO. Having a "window of opportunity" from start of year until June 1 provides a way to help level the field so to speak for those "down on their luck teams" without altering the axis of the universe too much.  Thoughts?"

I would like to start a discussion concerning this year's FYPD.
By rule it is supposed to start the day after MLB's signing deadline (7/17/15) but last year we started it on 9/22. I would like to move it back to late Oct/early Nov to help maintain interest during the off-season.
Also, use a 12 hour clock, at least in the first round.
