Title: Possible tweak for RC to consider in off season

I propose we look into adopting the extension guidelines used in MB in terms of what years are looked at for extensions.  The current setup tends to only hamper rebuilding teams, IMO. Having a "window of opportunity" from start of year until June 1 provides a way to help level the field so to speak for those "down on their luck teams" without altering the axis of the universe too much.  Thoughts?
