I hear the same. That was a winning formula for Vegas. There's no reason the NHL wants to tinker with that and slam Seattle's face into a brick wall out of the expansion gate. NHL wants that Seattle team to succeed from the get go!

Seattle should likely follow the guidelines for expansion that Vegas did. It was a successful formula for an expansion team and makes the NHL look like it's on top of it's business plan.
